Kuldeep Srivastava, a meteorologist with the Meteorological Department, says the announcement of the return of the monsoon at any place should be met on two conditions. The pattern of the first wind changes, i.e. about one and a half km from the surface. Elevation creates anti-cyclonic circulation (per cyclone), with westerly winds blowing and no rain for the last five days. According to meteorologist Anand Kumar, the easterly winds bring moisture to the Bay of Bengal. If there is evidence in the satellite images that the air has run out of moisture, then the return of the monsoon is considered to have begun.
