The amount of air pollution in cities is increasing. In countries such as the United States and Europe, standards for minimal pollution from motor vehicle exhaust are constantly being upgraded. In India too, norms have been set to control air pollution caused by the use of motor vehicles.
In India too, rules have been laid down to control air pollution caused by the use of motor vehicles
According to Rule 115 of the Central Motor Vehicle Rules 1989, the maximum amount of smoke and particulate matter is determined by taking into account the type of smoke and gas-related vehicle emissions from the motor vehicle and the fuel used in it such as petrol, diesel, CNG, and LPG.
According to the set norms, the vehicle has to keep a certificate that the smoke is emitted from the vehicle. Which we commonly refer to as the PUC certificate. PUC certificate means pollution under control certificate. This certificate is issued by the testing agency that is appointed by the manufacturer of the vehicle or the state government.
The PUC certificate of a newly registered vehicle is valid for one year from the date of registration of the vehicle and the validity of the certificate issued by the testing agencies is up to six months.
According to Rule 116 (1), the driver of a vehicle may seek an officer of the rank of Inspector of Police Sub-Inspector RTO of the Police Department on PUC duty. If the vehicle does not have a PUC certificate, it can be ordered to be withdrawn and presented within seven days. Similarly, if at first sight, it appears that more smoke is emitted from the vehicle, it can be sent to the testing agency and forced to get the PUC certificate.
The penalty of Rs.1000 for the first offense and thereafter Rs.2000 for each second or additional offense
If the vehicle is found during checking without a PUC certificate or if it causes more pollution than the norms prescribed in Rule 115, under Section 190 (2) of the Motor Vehicles Act 1988, a fine of Rs.1000 for the first offense and Rs.2000 for each subsequent second or additional offense is payable. Happens. If there is further pollution in the vehicle due to technical malfunction of the engine, it can be ordered to issue a PUC certificate before use after repair.
The number of new vehicles in our country has been steadily increasing since 1992 due to which the problem of traffic and pollution is getting worse. Norms have been set by the Government of India since the year 2000 to prevent smoke pollution from vehicles. Which was initially known as the Euro? This is because the norms of Europe were taken as a reference when determining the pollution norms in our country.
Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad, Ahmedabad, Surat, Kanpur, Lucknow, Sholapur, Jamshedpur, and Agra have been included in the list of cities with higher air pollution as compared to other cities by the Government of India. Agencies have been appointed by the RTO department of Gujarat to issue PUC certificates but due to lack of checking on PUC certificates of the RTO department and the traffic police department, the agencies are in a state of near-death.
