AAP  sarakaar ne aaj vidhaanasabha mein 2018-19 ke lie apane 53,000 karod rupaye ka budget pesh kiya, jisamen paryaavaran, svaasthy, shiksha aur paanee par jor diya gaya.

Budget  pesh karate hue upamukhyamantree maneesh sisodiya ne kaha ki  Budget  Delhi mein gareebon aur madhyam varg ke logon ko phaayada dilaane ke uddeshy se pesh kiya hai..

"2018-19 ke budget ko 53,000 karod rs. ka anumaan lagaaya gaya hai, jo ki pichhale vitteey varsh mein 44,370 karod rs. ke sanshodhit  budget anumaanon kee tulana mein 19.45 pratishat adhik hai."

Yah shahar mein pradooshan ke prabhaavee niyantran ke lie sarakaar ka pahala "green budget " hai, upamukhyamantree ne vidhaanasabha ke bajat satr mein kaha.

GST jald hee apane prakshepan ke baad se sabase vyaapak badalaav ke lie ho sakata hai.



The GST Council has set up a new advisory group that includes industry representatives to look into such changes. Experts said these may apply to input credit apart from place of supply and valuation provisions. 

The group will give its report to the law committee of the council by November 30. This will be reviewed by the committee and forwarded to the council for speedy action.
'A group has been set up to give feedback about the issues faced by industry with regard to laws, rules and procedures,'.

This is in addition to changes proposed to the composition scheme to bring relief to small businesses and traders that could be taken up by the GST Council at its upcoming meeting on November 10 in Guwahati. The council could also reduce the rate of tax on some goods from 28% to 18% at this meeting. 

Traders and small businesses have complained about provisions in GST, which was rolled out on July 1, replacing multiple state and central taxes and cesses. 


The latest panel will have former revenue service officer Gautam Ray as co-convener and include representatives of small busin

esses and retail. The group will specifically look at the central, state and integrated GST laws and problems faced by stakeholders due to their provisions. 



PM Modi had indicated on Saturday that the government could take up more measures to ease problems faced by small businesses. 

The GST Council had at its last meeting raised the turnover threshold for the composition scheme to Rs 1crore from Rs 75 lakh. It also set up a group of ministers under Assam finance minister Himanta Biswa Sarma to look at other issues related to taxation under the composition scheme and GST for restaurants.

Rs 2 cut on petrol and diesel VAT likely in Maharashtra!

                      



Maharashtra may see a Rs 2 per litre cut in value added tax (VAT) on petrol and diesel. The Devendra Fadnavisgovernment has decided to accepted to accept the Centre’s suggestion to states to lower the tax, although reluctantly, confirmed sources. The state government had previously rejected the suggestion, contending that the state’s exchequer would not be able to bear the loss.

Facing heat from the Opposition over rising retail fuel prices, the Narendra Modi government on October 4 cut the basic excise duty on petrol and diesel by Rs 2 per litre. It was the first time when the NDA government cut excise duty on petrol and diesel after raising it on 11 occasions since November 2014.


Almost immediately after slashing the excise duty, Oil Minister Dharmendra Pradhan urged state governments to cut VAT on these products by 5 per cent for passing on more relief to consumers. Later, Finance Minister Arun Jaitley wrote to Chief Ministers to take cue from the Centre and slash VAT rates.

While some non-BJP ruled states such as Kerala and Odisha have spoken out against lowering of the taxes, almost all BJP-ruled states are likely to accept the Centre’s suggestion. Gujarat has already announced its plan to lower taxes, while Madhya Pradesh, too, has indicated that it was actively considering the option. Sources confirmed that Maharashtra too has decided to fall in line with the BJP trying to arrest the growing unrest among the middle class over price rise.


But the populist move will severely hit Maharashtra’s exchequer. With the state’s fiscal outlook worsening, a cut of Rs 2 per litre in VAT on petrol and diesel will lead to a revenue loss of Rs 2600 crore, sources said. Maharashtra levies a high 26 per cent VAT on petrol and 24 per cent on diesel in Mumbai, Thane and Navi Mumbai. The same is 25 per cent for the rest of the state. Besides the VAT, a surcharge of Rs 11 per litre and Rs 2 per litre is collected on petrol and diesel, respectively.

Maharashtra Finance Minister Sudhir Mungantiwar said, “We have received a communication from the Centre for lowering VAT on petrol and diesel. I have called a review meeting in this regard Friday.”

With the cost of the farm loan waiver expected to further burden the state’s debt-ridden economy — Maharashtra’s debt stock is expected to soar to Rs 4.13 lakh crore in 2017-18. The state government has already been forced to cut down on its spending plan for 2017-18, which has also impacted the public sector capital investment. The revenue loss due to the lowering of taxes will further aggravate the situation, confirmed sources.

Since the Centre’s missive is tied to a political narrative, a senior minister said that the option of defying it was ruled out. While the state’s bureaucracy has also suggested the option of limiting the revenue loss by lowering the tax by Rs 1 per litre, sources said that the Centre’s message was loud and clear- cut the tax as much as possible. The state’s political leadership is likely to settle for a Rs 2 per litre cut.!!

Tax refund scam busted in Hyderabad, 200 techies forced to return money



HYDERABAD: A chargesheet filed by Hyderabad Central Crime Station sleuths in the city criminal court has revealed that at least 200 information technology employees, including from Polaris Hyderabad, faked disability and chronic illness of family members in order to fraudulently claim income tax refund. 

CCS sleuths, who investigated the complaint filed by income tax department deputy director M Mohan Babu, found that two income tax practitioners processed the dubious I-T refund claims. 


CCS police filed a chargesheet in the 12th additional chief metropolitan magistrate court at Nampally against two income tax practitioners N Srikanth Goud, 43, and Mohammed Khaleel, 34, both with offices at Venkateswara Colony in Dilshuknagar. CCS made the IT employees witnesses in the case as they repaid the amount they claimed after the income tax department served notices on them. In an ingenious method of making a quick buck, the two income tax practitioners N Srikanth Goud, 43, and Mohammed Khaleel, 34, set up their offices and got in touch with employees of software companies and offered to help them get I-T refund, said CCS assistant commissioner of police K Ram Kumar. 




Explaining the modus operandi of the fraud, investigating officer Ram Kumar said, “Under Section 80 D and 80 DD of the Income Tax Act, refund can be claimed on medical grounds. The two accused approached IT employees and offered to process their claims to get tax refund by stating that their family members are patients of chronic illness. Each one of them got a rebate ranging from Rs 50,000 to Rs 1 lakh. The accused took around 10 per cent commission from the IT employees. The total loss to the I-T department in these cases is Rs 1.36 crore. This is said to be only the tip of the iceberg. There could be several practitioners across the city and many employees resorting to this type of fraud.'' One of the accused, Srikanth Goud, is a law degree holder while Mohammed Khaleel is a commerce graduate. Police said the accused have been resorting to this type of cheating for the past five to six years.
